Ellen Rozelle Turner


Ellen Rozelle Turner is the Founder, President and CEO of The William Everett Group and Mind Your Manners, Limited. Ms. Turner has over 20 years of experience in executive management, sales, marketing and is a subject matter expert in state and local government. Ms. Turner has a solid track record of helping clients solve complex business problems and delivers superior customer service. She has held positions as President of Blackwell Consulting Services, one of the nation’s largest minority owned technology firms, Managing Partner and founder with Clarity Partners and Assistant Commissioner at the City of Chicago Department of Innovation and Technology and the Office of the Mayor. Ms. Turner was confirmed by the the Chicago City Council as a board member of Mayor Lori Lightfoot's Affirmative Action Advisory Council and is a member of the Chicago City Council Subcommittee on Economic, Capital and Technology. She is also a member of the Executive Club of Chicago where she serves on the Forum Committee and the newly formed Diversity, Equity and Inclusion Committee.

Ms. Turner has been honored with the 2017 Chicago Defender’s Women of Excellence Award, the prestigious Anti-Defamation League Women of Achievement Award, the University of Illinois CHANCE Program Community Partnership Leadership Award and the National Forum for Black Public Administrators Leadership Award. The William Everett Group was named National Small Business of the Month by OnDeck Financial.

Ms. Turner is dedicated to her charitable causes. She is the Chairman of the McGee Turner Family Foundation. Her family foundation to provide internships, mentorships and technical training to youth and young adults in brown and black communities. She served as the former Chairman of the Board of Circle Urban Ministries a non-for-profit organization serving Chicago’s Austin Community. She was formerly on the board of directors of the Loretto Hospital, Harrington College of Design, DuSable Museum Women’s Board and the Girl Scouts of Greater Chicago. She is also the co-chair of Information Technology committee for the Illinois Black Chamber of Commerce. Ms. Turner serves on the Illinois State Treasurer's African American Women's Board.

Vice President of Operations

Blair C. McGee


Blair C. McGee serves as the Vice President of Operations for the firm. Ms. McGee is responsible for the financial, benefits and insurance services for the firm. Prior to joining TWEG, Blair served as a personal banker with J.P. Morgan Chase Bank. She was a Financial Services representative for Country Insurance and MetLife. She is also an independent Financial Services Broker for J.K. Insurance Agency. Ms. McGee is a licensed financial advisor and holds a broker’s license in Life, Property, Casualty and Health Insurance. Ms. McGee holds a bachelor of arts degree in Economics from the University of Illinois in Chicago.

Vice President & Practice Director Enablement Services

Carlton R. McGee, Jr.


Carlton R. McGee, Jr. services as Vice President and Practice Director of Enablement Services. Mr. McGee serves as the engagement manager for all customer service, call center and staffing services for the firm. He also is instrumental in the day-to-day operations of the firm, including procurement, technology and administration. Prior to TWEG, Mr. McGee worked in investment banking at the Toussaint Capital Partners and served as a consultant with the Unisys Corporation and Shah Engineering. Mr. McGee is a graduate of Morehouse College with a bachelor of science degree in Physics. He also holds a business analyst certification from DePaul University.

Okaey Ukachukwu

Practice Director


Okaey Ukachukwu has over twenty years of experience developing, integrating, and delivering information technology. He describes himself as an IT cognoscenti with focus on collaborations for quality services and solutions. Prior to joining the William Everett Group, Okaey was the regional delivery director for a startup company in US Northwest that provides artificial intelligence (AI) platform and AI-enabled solutions for healthcare organization. Okaey has worked for Fortune 500 companies such as General Electric, smaller companies and as an entrepreneur. He holds a Master of Science in Information Technology from Northwestern University in Evanston and Bachelor’s degree in Computer Engineer from California State University in Fresno.

Chaka Kureva

Practice Director


Chaka Kureva has over twenty years delivering project management, training, change management and large-scale ERP implementation services to the public and private sectors. He leads the management consulting practice for TWEG. Mr. Kureva has led the OCM and Training services for several large scale ERP clients such as Cook County Government, City of Detroit and Hillsborough County, Florida. He also led the residential organizational change management and community engagement projects for the City of Chicago CHI 311 implementation and the 2020 Cook County Census program administration. Mr. Kureva formerly served as PM, Training and OCM Lead for Oracle, AST, JP Morgan Chase. He is a certified  project manager and PROSCI organizational change management consultant. MA Accounting, Keller University, B.A. Finance, Rhodes University.

Director of Human Resources

Shanee Hunter


Mrs. Hunter has over 10 years of experience working with small to global-sized organizations leading strategic HR solutions. Prior to joining TWEG, Mrs. Hunter served as the HR Manager for the Village of Alsip. She has maintained professional certification with SHRM and holds a Master’s in Human Resources Management, Keller University and Bachelor’s in Business Management, Saint Xavier University.
